Election of Me Lionel Galliez as President of the International Union of Notaries (UINL)

Counselor Lionel Galliez, Notary in Paris, was elected President of the UINL during the General Assembly of the organization which was held in Cancun, Mexico. As the head of the world notary for a three-year term, Lionel Galliez will officially take office on January 1, 2023. During his term, he aims to:

  • defend the specificity of the notarial model and the diversity of our legal systems.
  • extend and intensify the skills of notaries, members of the European Union.
  • establish a doctrinal base to strengthen the Union’s action

 Counselor Sophie Sabot-Barcet, President of the CSN, declares: “In the name of all the notaries of France, I extend my most sincere congratulations to Counselor Lionel Galliez for his brilliant election as President of the UINL. The latter dedicates years of international commitment to the service of the notary and its influence, mainly with multilateral organizations where Lionel Galliez has been able to assert the strength and specificities of the continental law”.

Solicitor since 1999 in Mussidan then in Paris, Counselor Lionel Galliez aged 52, was Advisor to the President of the High Council of Notaries for International Affairs from 2016 to 2022 and in 2011, President of the Commission at the 107th Congress of Notaries of France. From 2020 to 2022, he was Vice-President of the UINL for Europe and, since 2014, General Councilor (France) and President of the Partnership Working Group with international organizations. President of the 28th International Congress of Notaries held in Paris in 2016, Counselor Lionel Galliez was also a CSN delegate to the United Nations and the World Bank between 2010 and 2022. Winner of the Ducret Prize for the relation of the 26th Congress. He was also a member of the FAO committee of experts for the Voluntary Guidelines for responsible governance of land tenure from 2010 to 2012, rapporteur for the French notaries of the 26th World Congress of Notaries in Marrakech in 2010 and last but not least, expert for the European Union with the Ministries of Justice of Lebanon, Vietnam and Tunisia from 2008 to 2010.

 

About the International Union of Notaries (UINL)

The International Union of Notaries is an international non-governmental organization, which was created to promote, coordinate, and develop the function and activity of notaries throughout the world. Made up of 19 countries when it was founded in 1949, it now has 91 members, including 22 of the 28 from the European Union and 14 of the 19 from the G20. No one can be admitted to the Union unless they meet the defined criteria, which is verified by an international commission. The Union brings together around two thirds of the population of the Planet.
